School board encouraged to look at legal, policy standards

To members of the Mt. Pleasant School Board:

Please consider studying the website of the Iowa Association of School Boards. The Standards for effective School Boards has specific information regarding six standards to be used for educational excellence and how a school board should use these to develop “a framework for excellence in school board governance.”

I would especially call your attention to Standard Four: Policy and Legal. The main idea for this standard is to “Lead through sound policy, ensuring transparent, ethical, legal operations.” There are four main points — policy leadership, legal, ethics, and transparency.

The information also states that a school board shall follow state and federal laws regarding education. Open meeting laws require notice of meetings and publication of the minutes of such meetings.

If you go to the Mt. Pleasant Community School website and go to Quick Links, then click on School Board and click on Board Agendas, you will see the notice for the Oct. 7 meeting.

Please look further. Did you find notice of the meeting that was held on Aug. 23 between three board members and three board candidates? This seems to violate the spirit of the standard.

Sometimes school boards have special work sessions for committee work. Were there some committee work sessions that occurred and notices were not posted? Did you find notice of a special session meeting that was held on Sept. 29 to discuss a personnel matter? (Personnel matters are not usually discussed in public forum. You might want to look that up.) Did you find notice of the meetings where a board member was authorized to develop a signed contract with another candidate and have it in place on Oct. 7 to ensure a seamless transition in leadership?

I looked for these notices and the accompanying minutes. I did not find them. I’m disappointed.

Look at the Policy and Legal Standard. Did you uphold this standard?
